I am afraid that an agnostic approach in the primer may make the primer as generic as the specs. One suggestion would be to take one specific versioning model, and demonstrate the specs

Yep, I see no problem with that. I'll revisit those parts of the rules but I see nothing to block you producing Project Notes the same as a Committee Note from a TC.
