It depends, as I’ve said below, as to whether ELM will sign outgoing requests with the external OIDC authentication provider. If it will then everything can work without OAuth10a.

While ELM apps can be configured to use OIDC using Jazz Authentication Server, that does not necessarily eliminate the need for OAuth 1.0a. If the jazz apps need to communicate across security

As Eran says, the SodiusWillert products (OSLC Connect tooling) do implement Resource Shapes. Reporting is only one of the reasons.
