Is this new template in https://github.com/oslc-op/oslc-admin. If so, I don't think the PFB members are subscribed to these issues and won't be notified of the ballot. Same with https://github.com/oslc-op/oslc-specs, this might only have the TSC members, and many of those members are not PGB members and shouldn't receive ballots.
