A Special Majority Vote to consider co-chairs for the Baseline TSC and pull request changing governance

Members of the EEA Community Projects OP PGB, A Special Majority Vote to consider co-chairs for the newly-elected Baseline TSC and pull request changing governance to allow TSC chairs to be appointed by simple majority vote has been set up. The ballot is open now. It closes 09 December 2022 at 23:59 UTC. You can access the ballot at: https://lists.oasis-open-projects.org/g/eea-community-projects-pgb/message/270 This ballot is only open to eligible voting members of the PGB. Vote on co-chairs Baseline TSC and pull request

Approval of Baseline TSC co-chairs and pull request to modify governance files are presented to the EEA Community Projects Project Governing Board (PGB) for consideration. Please vote your preference for each item listed below. (Note: the list of eligible voters is at the bottom of this ballot.)
1. Approve Andreas Freund and Samrat Kishor as co-chairs of Baseline Technical Steering Committee
2. Pull Request #66 (https://github.com/eea-oasis/managed-open-project/pull/66/) - Allow the PGB to appoint TSC chairs by a simple majority vote instead of requiring a Special Majority Vote.
This ballot requires a Special Majority Vote [1]. The PGB roster currently lists 6 PGB members eligible to vote [2]. In order to pass, at least 4 (2/3 x 6) members have to vote Yes and no more than 1 (1/4 x 6) members may vote No.
The ballot is open now and will remain open through 09 December 2022 at 23:59 UTC.
Please cast a vote below for each of the options: approve, reject, or abstain.
You need to be logged in to the mailing list to cast your vote. If you still have difficulty voting, please send an email with your choices to op-admin@.... and cc the mailing list.

The ballot to approve https://github.com/eea-oasis/managed-open-project pull requests 56, 60, 61, and 62 and to approve Andreas Freund and Dan Shaw as co-chairs of the L2 Standards TSC has closed.
The list of eligible voters had to be adjusted due to changes in eligibility. Samrat, Kyle, and Matt were removed from the eligible list during the ballot period, reducing the number of eligible voters from 9 to 6. The corrected threshold to pass was 4.
Each vote on the ballot received 5 votes. Therefore, all items on the vote have passed. The pull requests can therefore be merged and Andreas and Dan installed as co-chairs.
Thank you to you all for voting on the ballot. The process doesn't work without you.

Action under Code of Conduct

Members of the EEA PGB and the Baseline TSC, This is to notify you that due to continued violations of the Baseline Code of Conduct I have banned Kyle Thomas of Provide from the EEA Community projects, of which Baseline is a subproject, for a period of 3 months, until February 21st. He is removed from the GitHub repos, mailing lists, and Slack channels. He will have to step down from his seat on the PGB though Provide can appoint a replacement representative. Kyle has been notified of his right to appeal under the OASIS process. If you have any questions, feel free to contact me. /chet

Hi Samrat, Congratulations. Unfortunately, per OASIS rules, once a ballot is opened, people can't be added unless they were eligible when the vote opened and were left off by mistake.

Dear All, I'm very happy to let you know that the TSC of the Baseline Protocol met for the first time on 11/17, and Andreas and I have been given the responsibility of Co-Chairs for 2022-23. At the same meeting, I was elected to represent Baseline Protocol at the PGB. Since there is a step of acceptance by the PGB before I can vote, may I request an async vote to include me on the PGB such that I can vote on this open ballot before 11/28? The next PGB meeting is on 11/30. Please advise. Once again, I thank you all for your trust and support! Cheers! Samrat
